Probably more a Kadokawa troll than a KyoAni troll, mind you.
Who owns the Haruhi franchise? Kadokawa Shoten.
Where was the misleading announcement made, about Haruhi airing in April? Newtype Magazine.

KyoAni is a tiny studio, which makes, at best, 2-3 productions (on its own) a year. They don't have the resources to do much more. This means they have to pick and choose their productions carefully. And, in many ways, I think that if Kadokawa allowed them to, another Haruhi series would already have been made, probably as
late as early 2008. But with publisher/author issues plaguing the entire light-novel series, they've probably made life a bit difficult for KyoAni, which has had to fill the genre gap with shows like Lucky Star and the upcoming Haruhi-chan series.
More to the point, where is my Full Metal Panic continuation, KyoAni? Been waiting for that longer than Haruhi.
