TOKYO — A Japanese man who was sent to Mongolia as a Japan International Cooperation Agency volunteer was found dead Wednesday at his home in Ulan Bator, the country's capital, the agency said. The body of Shin Kawasaki, 69, from Tokyo, was found in a water-filled bathtub with his legs tied, and his residence ransacked, local police said.
A former freelance writer for broadcasting, Kawasaki was sent to Mongolia in October last year on a two-year stint to instruct the country's public broadcaster on making programs as the agency's Senior Volunteer, JICA said. His family remained in Tokyo.

ULAN BATOR — Police in Mongolia have arrested a senior member of the country's nationalist group in connection with the recent death of a Japan International Cooperation Agency volunteer. The body of Shin Kawasaki, 69, from Tokyo, was found Wednesday in a water-filled bathtub with his legs tied, and his residence ransacked. A police official said the suspect carried a personal computer stolen from Kawasaki's home when he was arrested.
The suspect has admitted to the charge of robbing and killing Kawasaki, the official said, adding that the suspect has said he acted alone and that he did not know the victim.
