According to 2ch, plans for a sequel to last summer’s 「Black★Rock Shooter」 OVA by Ordet was revealed by Goodsmile Company president Takanori Aki at Anime Festival Asia (AFA X). An official press release will be made available soon.
if its anything like the first OVA avoid it like the plague that OVA was sh!t-house!

It does fail to meet your preferred criteria. It is also one of the lowest ranking things made these year on the various databases. Essentially you can skip the first 47 mins, watch the last 5 and know about the same as you would have watching all 52 mins. So much so it isn't sold - it was a freebie with BRS figures sold.
